I am writing to you under the Freedom of Information Act 2000 to request the following information from Shropshire Fire and Rescue Service at an incident level between 01/01/2015 to 31/12/2019 to help me research into arson rates:

Date of incident – between 01/01/2015 to 31/12/2019
Location of Fire – Gridded References preferred
Unitary Authority
Fire Type – Accidental/Deliberate
Property Category – Residential (Dwelling)/Non-Residential/Other Residential/Outdoor/Outdoor Structure/Vehicle and all other categories etc.
Property Type – Flat/House/Cinema/Health Center/Barn and all other property types etc.
Primary/Secondary
Incident Category – Special Service/Fire etc.
Main Cause of Fire
Alarm system: Whether a smoke alarm was present and if it operated
Ignition power: What powered the ignition of the fire
Source of ignition: The source of ignition for the fire
The type of room/compartment the fire started in
Item Ignited: The item/material that was ignited first
Item causing spread: The item/material that was mainly responsible for the spread of the fire
Fatality/casualty: Whether the incident involved a fatality or casualty
Rescues: Whether the incident involved a rescue
Evacuations: The number of people evacuated from the dwelling
Evacuations code: A code to help users analyse data
The total horizontal area damaged by the flame and heat (sq. m) at the stop of the fire.
Fire damage extent code: A code to help users analyse data
The total horizontal area damaged by the flame, heat, smoke and water (sq. m)
Total damage extent code: A code to help users analyse data
The extent of fire when the incident was closed
Whether an adjacent property was affected by the fire by the close of the incident

Please find attached a spreadsheet containing the information where this has been recorded. Please note that SFRS do not record damage extent codes and we have supplied the first 4 digits of the grid reference requested. The full grid reference is withheld under section 40(2) of the FOIA together with the condition in section 40(3)(a)(i) as disclosure would contravene the first data protection principle and is an absolute exemption.

The internal review will be carried out by an executive officer and the respondents line manager and will consider:

  • Whether the procedures for FOI requests as laid down in the Brigade Order Information Legislation have been followed
  • The original request
  • The original decision

A letter of decision will then be sent to the person requesting the internal review within 20 working days of the review being requested.
