Please accept my request for information under the FOI Act 2000.

Part 1

I would like the service to provide me with details of the Retained/On-Call fire appliances that have been off the run over the most recent 12 month period. 

I would like these details to be broken down into the number of hours per month that an appliance has been unavailable on a station by station basis and also expressed as a percentage figure of the time that the appliances have been off the run. In addition, if possible, to include whether an appliance's lack of availability has been due to a lack of crew or a lack of skills (BA, OiC etc).

Part 2

Whether the service mobilises a crew of three to emergency incidents and if so, whether the types of incidents responded to with three firefighters is limited.

Part 3

The number of Wholetime operational staff who also have a Retained/On-Call contract.

Part 4

The number of Retained/On-Call personnel expressed as both a headcount and FTE.

Part 1

I would like the service to provide me with details of the Retained/On-Call fire appliances that have been off the run over the most recent 12 month period. 

I would like these details to be broken down into the number of hours per month that an appliance has been unavailable on a station by station basis and also expressed as a percentage figure of the time that the appliances have been off the run. In addition, if possible, to include whether an appliance's lack of availability has been due to a lack of crew or a lack of skills (BA, OiC etc).

Please see attached spreadsheet which shows the number of hours Retained / On-Call Fire Appliances have been available at each station for each month for the last 12 months. These figures are also expressed as a percentage of the time available out of the total possible time available.

Please also find attached a link to reports that were presented to the Fire Authority’s Audit and Performance Monitoring Committee on whole time and retained availability for 2018.

Part 2

Whether the service mobilises a crew of three to emergency incidents and if so, whether the types of incidents responded to with three firefighters is limited.

SFRS currently send fire appliances with a crew of three to emergency incidents in the following circumstances:

This applies to on call fire appliance only, our whole time appliances are always staffed with a minimum of 4 crew.

If a supernumerary (less than 4) on call appliance is mobilised to an incident, an additional (nearest) appliance is also sent. If supernumerary resources are deployed, the officer role and the driver role must be separate. Officers in charge cannot drive appliances when only 3 crew are available. In this case we will not mobilise and the appliance would be deemed unavailable. The next nearest appliance would be mobilised.

The number of Retained/On-Call personnel expressed as both a headcount and FTE -  Headcount is 333. SFRS do not report FTE for Retained .
