05 2006/07 Summary Audit Report

At its meeting on 29 March 2007, the Committee considered progress on the 2006/07 Audit. A number of programmes were at that stage still in progress. Audit work has now been finalised with the completion of work on “Fire Grant and Other Statistics”, “Purchasing and Procurement”, “Computer Services” and “Corporate Governance / Review of SIC”. In addition, work reviewing previous years’ recommendations has also been finalised.

The Fire Authority’s Internal Auditor has produced the Annual Summary Audit Report, attached marked 5, which covers all of the work carried out in the year. Graham Tart, Head of Audit and Consultancy Services at Shropshire County Council and Lesley Chapman, Senior Auditor (Systems) will present this report. They will also make a short presentation on the processes involved in setting the internal audit programme. This will give Members the opportunity to discuss the matters they will need to consider later in the year, when the 2008/09 to 2011/12 Programme comes to the Committee.

This report seeks Member approval of the proposed Fire Authority Corporate Plan 2008/09, which, on 1 April 2008, will replace the existing Best Value Performance Plan 2007/08. The Corporate Plan will be supplemented by an Annual Report 2007/08, which will be brought before Members in June 2008 for consideration and approval.

17 Health and Safety Executive Improvement Notice Served on Warwickshire County Council

This report informs Members about the Health and Safety Executive Improvement Notice served on Warwickshire County Council, acting as Warwickshire Fire and Rescue Authority, following the tragic incident at Atherston-on-Stour.

An Incident Command Unit and appliance will be brought to the Conference Centre's car park at the end of the meeting to demonstrate to Members the information available (via mobile data terminals) to firefighters when attending an incident.

18 Relaunch of Website

The Service's website has undergone a 'refresh' and has recently been relaunched. The new website, accessible at:
http://www.shropshirefire.gov.uk is interactive and offers many additional features over the existing website. It has the further benefit of a secure log-in area, where staff may access incident-related information. The website will be available for demonstration to Members prior to the Fire Authority meeting.

07 2005/06 Expenditure Statistics

At its meeting on 25 May 2006 the Strategy and Resources Committee agreed that the comparative financial information for fire authorities, as reported by the Chartered Institute of Public Finance and Accountancy (CIPFA), should be an important element in the value for money strategy and should be noted as such in the Medium Term Financial Plan.
